If enabled, we do RHIThread flush on LockTexture2D. Likely not required on any platform, but keeping just for testing for now 0: off (default) 1: on

Usage

Unreal console (open with ~)
> D3D12.LockTexture2DRHIFlush 1

Console variables take a value. Replace 1 with the setting you need. Run it with no value to print the current one.
